Creating Folders

is there a way in PHP or another language (I'm posting in php simply because it can do practically anything)

To create a folder?

Ie if a user registers, a folder for his files is created.

Ie "user001.txt"?

While PHP would probably allow you to get away with not putting quotes around the 'a' part, you would be better off as it will get you into good coding practise.

Also, you can use:

touch('filename.txt');
