    If I'm linking to a popup window (that will display a poll) on a different server than the site I am currently at, and this popup window creates a cookie, is this considered a third party cookie?

    Cookies set by the web page whose address displays in the address bar (or would display if there were an address bar) are first party cookies. Those set by code from other domains that are called from that page are third party cookies. Provided that the page you are loading into the popup is calling code from the same domain as that page to set the cookie it will be a first party cookie.
