UTF-8 encoding question ?

Hello,
i have one question: What is better to use as collation of site - utf-8 unicode_ci or utf-8 general_ci , if you can recommend me the better
of the two ,that wich is best for cirillic and others languiges and with wich
i won't have problems.
And another question when i write utf-8 encoding in files, wich way to
write it is better - UTF-8 or utf-8,please recommend me the one that is less
problematic and will not cause issues ,i will be very appressiate for any help.
