I'm new here, I want to ask about "403 FORBIDDEN".

Is it occurs because the web owner blocking my IP address or because their server indeed in trouble?

since yesterday I had tried to access that web, but it always shown:

"FORBIDDEN"
"you don't have permission to access / on this server
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request."

please give solution to solve this problem.

You are being blocked for one reason or another. Could be that it requires authentication and you didn't auth, or they don't allow access to that directory, or they are blocking you specifically.
