Please help with "Top Navigational Bar IV" problem.

Hi everyone,
I made the "Top Navigational Bar IV" in my site when I view it on the page itself its perfect but the site is a database ASP site, and there its not good in IE and in NS,
in IE the submenu is too high up and the lines in the submenu are not good, and in NS the submenu is perfect but the whole menu is to much to the left.

and the "Top Navigational Bar IV" is on top Policies

And the script is in "top.asp" and top.asp is a Included File in Default.asp

(The home page is called "Default.asp" and top.asp and side.asp are Included Files similer to html frames)
