Running a speech or music when the page....

Running a speech or music when the page loads (ie.) Not downloading the music as for mp3 or wav files. As soon the page opens in IE or Netscape, the music should run rather after the download and then running. Can it be done with ra or ram files. if yes, is there any software to convert mp3 files to ra or ram files.
