vertical scroll box for NS & IE

I'm a newbie and was wondering if there was a way to read a text file which has hyperlinks to different news source which will scroll in a box. The site I would like to scroll is "www.prognosisx.com/infosyssec/announce.text" I've seen this done using a java applet but I can't use a java applet. 'm expecting to have all the hyperlinks on this page scroll in a textbox.

thanks.. How do you render hyperlinks in a textfile if they are not static?? The text file on this website will be changing daily because it's a current news site. I wan't to avoid having to type the new links when the website is updated
