    i have no idea what youre trying to say...but the basic setup of an html document would be:

    Code:
    <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN"
    "http://www.w3.org/TR/html4/loose.dtd">
    <html>
    <head>
    <meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1">
    <title>Untitled Document</title>
    </head>

    <body>
    This is where your content goes.
    </body>
    </html>
    later

        You would help yourself a great deal more if you explained the type of layout you're going for. 'Bars on the side' - what's that meant to mean? No one will help if you don't explain what you want - properly!

        Have a look at some of these CSS layouts -
        http://glish.com/css/

        And yes to be valid, you need a DOCTYPE.

                  Since you don't seem to understand what HTML is at all, a blog might be overkill. It requires a bit of a knowledge of CSS. You are better off having a blog made for you. http://www.blogger.com/start If you are too lazy to learn about HTML then you won't get very far in the web design world. Proper words in your sentences wouldn't hurt either.
