Newbie: Browser Viewing Problems

I am having problems with different browsers viewing the same page. I am new to HTML and know very little about CSS. I had a webpage perfectly functioning fine on all browsers, I then added a CSS element to the code, and now it looks great in IE but horrible in Safari or FireFox. Then site was created in Photoshop CS2, then exported into and coded in Dreamweaver 8.

Any help would be greatly appreciated.
