Hi, I am using a phpbb forum and limbo CMS. I would like to get them both set up to where a user can register at the site (under Limbo) and their membership counts on the forum to. In a nut shell, a user can sign up once, and use the same login id and password to acess both the site and the forum..

Is there any way to do this?

Tough one

Of course it should be possible; you'll need a lot of detailed info on the user administration of both packages, though, and one or both probably have to be customised to a certain extent, which may not be the most ideal situation.

Besides that, and I don't know the Limbo CMS so I'm guessing, you might wonder whether a forum member should be regarded similarly as a CMS user. It would be easier to maintain both sets in a central application, but I think you'll find that these two roles are rather different.
