Try the official companies...
Companies like Nokia provide their own emulators too, to be on the safe side you could download them, they're free.

Along with emulating..
You can go to waptop.net and get waptor. Its a free software where you can code in and view what it looks like within the software and makes your codes a lot more viewable. Its similar to html-kit in that respect, but for WAP.
