Impression is sometimes called a view or an ad view. It refers to the point in which an ad is viewed once by a visitor, or displayed once on a web page. The number of impressions of an advertisement is determined by the number of times the a particular page is loaded.

An impression is an ad view - whether the ad is clicked or not is irrelevant - in fact whether the ad is seen or not (if it is below where the visitor scrolls to) is also irrelevant. That it got loaded with the page makes it an impression seen or not.
